With the application to expand the Coffin Butte landfill deemed complete, Benton County’s Planning Division has now scheduled public hearing dates on the matter and set deadlines for public comment.
Republic Services owns and operates the facility, and they have filed a Conditional Use Permit, or CUP, application that would both increase the size of the landfill and forestall its closure by several years.
Hearing dates
Four hearing dates have been set, all of them at the County’s Kalapuya Building at 4500 SW Research Way in Corvallis.
Tuesday, April 29, 6 to 9 pm: County staff report, applicant presentation and start of public testimony, if time permits.
Thursday, May 1, 6 to 9 pm: Start or continue public testimony.
Tuesday, May 6, 6 to 9 pm: Continue public testimony as necessary.
Tuesday, June 17, 6 pm: Planning Commission deliberations, decision.
Anyone can sign up as an Interested Party to receive updates about the status of the CUP application and changes or additions to the schedule.
Public comment period now open, deadlines set
Members of the public can now submit written testimony about the CUP application.
- Comments submitted up to eight (8) days before the hearing begins will be included in the Planning Division staff report for the Planning Commission and agency referral partners.
- Written testimony received after the staff report is posted and up to the start of the public hearing will be delivered in hard copy to the Planning Commission.
- Written testimony submitted during the public hearing should be handed to the meeting recorder.
After the public hearing, all written comments that were not in the original staff report will be added to the record and posted to the County website in one action.
To offer hearing testimony
The County says they will release an online sign-up system about a week before the hearings for anyone wishing to testify. Alternatively, or additionally, written testimony will be accepted.
Republic submits addendum
Republic Services submitted additional material for their CUP application on March 14, 2025. This addendum to the Burden of Proof (submitted on Jan. 15) is publicly available on the Munidocs platform as Landfill Expansion Application, 1st Addendum to Burden of Proof.
The Benton County Planning Division is working to incorporate this new information into their staff report.
