Government: City Develops 5 Year Capital Spending Plan, Councilor Ellis Slated for Public Q&A Session

City Council Receives Capital Improvement Tallies: The City of Corvallis has released the final Capital Improvement Program (CIP) document for FY 24-28. The CIP is a 5-year planning document identifying capital projects anticipated throughout Corvallis.  

The Corvallis City Council will get a look at the final document at their May 15 council meeting tonight. There are a total of 45 projects listed in the document, most of which are already completed or in progress totaling $66,761,000 

According to documents provided by city staff, not all the projects can be completed on a pay-as-you-go basis due to their cost or limits to available funding. In these situations, the city may use financing tools such as General Obligation (GO) bonds, revenue bonds, bank loans, or State Revolving Fund programs.  

“The impacts of lack of investment were identified in the recently completed and adopted Facilities Needs Assessment. The Facilities Needs Assessment revealed that current City facilities are woefully undersized and inadequate to support the people and equipment that are vital to delivering city services,” said City Manager Mark Shepard.  

The facilities listed in the documents are compiled from a Facilities Needs Assessment that was conducted in 2021. 

“Further, it documented that the city lacks facilities that can accommodate needed staff in safe, equitable, and efficient spaces; City equipment is left out in the elements and exposed to vandalism and theft; and the city lacks welcoming spaces for the community to interact with their City – Councilors and staff. City Council and staff are currently working together to refine plans and develop funding strategies to address these pressing needs for City facilities,” said Shepard.

City Government Q&A Slated: Corvallis city residents will have another opportunity to ask one of their elected council members questions about the status of local government.  

Ward 5 Councilor, Charlyn Ellis, will be hosting the next Government Comment Corner in the lobby of the Corvallis-Benton County Public Library from 10 am to 12 pm, on May 20.
